Advisory Services for Energy Performance Contracting Projects

EE&D was recently selected to be on a standing list of firms qualified to provide engineering services for DCAM and other agencies statewide relative to energy saving performance contracts. This RFR is open to all municipal governments, state agencies, authorities and non-profits statewide, and allows these agencies to select EE&D to provide consulting services without going through the normal procurement process

Commissioning Services for Energy Performance Contracting Projects

EE&D was awarded a contract to perform various engineering services for DCAM relative to energy saving performance contracts in 2004. These services include energy audit evaluation, commissioning, M&V plan development, and review of annual reports of energy saving performance contracts to ensure savings criteria have been met.
Current projects include two ESPC projects at Correctional Facilities totaling $34.25 million in installed cost. Both projects include central boiler plant upgrades, the installation of cogeneration plants, Energy Management System upgrades and various other energy conservation measures.

Beacon Integrated Solutions:

City of Worcester, ESPC Project Consultant

EE&D recently teamed with Beacon Integrated Solutions to provide consulting services to assist the City select an Energy Services Company (ESCo) who would provide a Performance Contract for the City. The services included review of the response to the Request for Proposals, development of follow up questions, guidance in ranking, review of qualifications, and interviews with the eight qualifying ESCos.
ConEdison Solutions:

• EE&D has performed comprehensive Energy Savings Performance Contract (ESPC) project development work for ConEdison Solutions on several multimillion dollar projects for a variety of clients including; school districts, prisons, military bases, airports, college campuses and municipal buildings. Most recently EE&D was the lead developer on a $10 million ESPC project for a New York school district.

• EE&D was hired as project consultant to assist ConEdison Solutions with the implementation of a $5 million ESPC project at the U.S. Coast Guard Base in Boston. The project involves replacing a 120 ton absorption chiller and approximately 15 other smaller chillers with a 600 ton central chilled water plant. The project also included replacing many air handling units, modifying ductwork, steam lines and heaters to improve the overall comfort of five buildings on the base.

• EE&D was hired to commission an ESPC project at the John F. Kennedy Library in Boston. The $9 million project involved a complete upgrade of the HVAC and Energy Management System to provide and control the strict air quality standards for the archive and museum spaces within the building.mal systems
Western Massachusetts Electric Company:

Quality Assurance and Technical Assistance Studies

• EE&D regularly performs Quality Assurance Services and Technical Reviews for Western Massachusetts Electric Company. Services include the review of rebate applications and the technologies to ensure that the technologies are viable and the energy savings claimed will be achieved.

• EE&D provides WMECo’s industrial and commercial customers with Technical Assistance Studies to identify and quantify the costs and savings potential of energy conservation projects. EE&D has also provided Retro-Commissioning services on a newly installed Energy Management System at STCC-AC, a business park in Springfield.
South Providence Development Corporation:

17 Gordon Avenue Commissioning and LEED Certification

EE&D was hired by SPDC as the Commissioning Authority as a part of the LEED certification process for the total renovation of a 25,000 square foot manufacturing facility into an office building. During the process, EE&D’s role was expanded to include completing the LEED certification for the building. The building achieved a LEED Silver Certification.
National Renewable Energy Labs (NREL):

Project:
Technical Support for Implementation of ESPCs

• EE&D, teamed with Celtic Energy, Inc. of Glastonbury CT, is under contract to NREL to act as Project Facilitator for Energy Saving Performance Contracts (ESPCs) at Federal facilities. The EE&D/CE team works to expedite projects, while acting as a Quality Assurance agent for the government. Tasks include: Identification of energy saving projects, Engineering and economic analysis of proposed projects, Development of retrofit strategies and performance requirements, Development of a measurement and verification plan, Construction oversight during implementation and Training of facility personnel in operations and maintenance for persistence of energy savings.

• As part of the services to NREL, EE&D was selected to be a member of the Measurement and Verification (M&V) Plan working group. The objective of this group is to develop a generic M&V plan outline that defines minimum requirements for use across the federal sector.
Emerson Retail Services:

Engineering Consulting and Support

EE&D is working with Emerson Retail Services (ERS) to E-Commission™ supermarkets throughout the United States. The E-Commissioning program was developed by ERS as a method of improving the operational efficiency of supermarkets through the implementation of standardized energy efficiency practices, ongoing monitoring of operational set points and recommendations of energy efficiency improvements. EE&D provides engineering support for ERS in the form of; recommending energy saving measures, energy savings calculations, production of E-Commissioning reports and application for utility rebates.
Beaumont Services Company:

Energy Conscious Design Review Program

EE&D is providing energy efficiency consulting to the owner to ensure an energy efficient design of a new 650,000 square foot addition to William Beaumont Hospital. Duties include; Review of A/E plans and specifications, Recommend design improvements to reduce utility costs, Develop savings calculations for recommended measures, and Interface with A/E design team to integrate energy saving measures into project.
